This has been the case in Vienna, Prague, Lemberg,Brunn, Czernowitz and Olnmetz. These munici-palities either manage the systems themselves or leasethem, as is the case in Vienna, to private companies. Theinitial ownership of all franchises, however, is vested in theState, to whom all applications have to be made. Byauthority of a statute passed Dec. 31, 1894, the State au-thorities may grant concessions to either municipalities,for roads within their jurisdiction, or to private individualsor corporations.
